簡要規(guī)則描述：***政執(zhí)法中隊確定一家供應(yīng)商，提供重大項目推進保障服務(wù)，工作內(nèi)容包括但不限于：***，協(xié)助加強重大項目環(huán)境巡查監(jiān)管、固守工作、秩序管理保障工作等。（具體詳見第三章采購需求書）

Brief Specification Description:***ly to identify a supplier for Tang Zhen City Management Administrative Law Enforcement Squadron in Pudong New Area, Shanghai, and provide support services for major projects. The work includes but is not limited to:***orderly progress of major projects, assisting in strengthening environmental inspection and supervision of major projects, sticking to work, and ensuring order management. (For details, please refer to Chapter III Procurement Requirements)

合同履約期限：*******-**-**日，如所采購的工時在服務(wù)期限屆滿前提前完成，則成交供應(yīng)商需派駐不少于三人對重大項目進行固守，直至服務(wù)期結(jié)束。

The Contract Period:***ning the contract to January 31, 2026, if the purchased working hours are completed ahead of the expiration of the service period, the transaction supplier shall send at least three people to stick to the major projects until the end of the service period.

二、申請人的資格要求

2. Qualification Requirements for Suppliers

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：***，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。 （2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；

(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprises:***cially designed for small and medium-sized enterprises to purchase, and no price discount will be implemented for the products of small and medium-sized enterprises during the review. （2）須具備省市級公安部門核發(fā)的有效的《保安服務(wù)許可證》；
（3）本項目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:(1) It must be a legal person or an unincorporated organization established according to law (this project does not accept branches to participate in procurement activities in their own names); (2) Must have a valid "Security Service License" issued by the provincial and municipal public security departments; (3) Subcontracting is not allowed for this project.

(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
