Brief specification description or basic overview of the project:***the level of refined urban management and in accordance with the requirements of comprehensive environmental improvement, we will cooperate with the urban transportation center, town comprehensive administrative law enforcement team and other departments to complete on-site improvement assistance work such as urban appearance, municipal administration, greening, environmental protection, construction, urban-rural planning, transportation, forestry management, river improvement, environmental inspection, and comprehensive guarantee within our jurisdiction. The purchaser intends to entrust a qualified bidder to provide urban management law enforcement assistance services through this project. Please refer to "Chapter 2 Project Bidding Requirements" in the bidding documents for details.

二、申請(qǐng)人的資格要求

2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(b)落實(shí)政府采購政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：***（是）專門面向中小企業(yè)采購，評(píng)審時(shí)中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）強(qiáng)制采購節(jié)能產(chǎn)品、環(huán)境認(rèn)證產(chǎn)品政策、鼓勵(lì)節(jié)能政策、鼓勵(lì)環(huán)保政策、支持監(jiān)獄企業(yè)發(fā)展政策、殘疾人福利性單位政策、購買國貨政策。

(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises:***cifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (2) Compulsory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products.

(c)本項(xiàng)目的特定資格要求：（1）本次招標(biāo)需要網(wǎng)上投標(biāo)，投標(biāo)人必須獲得上海市電子簽名認(rèn)證證書（CA認(rèn)證證書）；（2）具有獨(dú)立法人資格并具有有效的營(yíng)業(yè)執(zhí)照或相關(guān)證件；（3）投標(biāo)人須具有省、自治區(qū)、直轄市人民政府公安機(jī)關(guān)頒發(fā)的《保安服務(wù)許可證》；（4）具有承接本項(xiàng)目的人員、設(shè)備、場(chǎng)所等相關(guān)條件；（5）投標(biāo)截止之日前三年內(nèi)，在政府采購活動(dòng)中無不良行為記錄，無不良體檢事件發(fā)生；（6）公司資產(chǎn)狀況良好，依法繳納稅收和社會(huì)保障資金，具有良好的商業(yè)信譽(yù)和健全的財(cái)務(wù)會(huì)計(jì)制度；

(c)Specific qualification requirements for this program:(1) This bidding requires online bidding, and bidders must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Having independent legal personality and valid business license or relevant documents; (3) Bidders must possess a Security Service License issued by the public security organs of the provincial, autonomous region, or municipality directly under the central government; (4) Having the personnel, equipment, location, and other relevant conditions to undertake this project; (5) Within the three years prior to the deadline for bidding, there has been no record of any misconduct or adverse medical examination events in government procurement activities; (6) The company has a good asset condition, pays taxes and social security funds in accordance with the law, has a good commercial reputation, and a sound financial accounting system;
